Background:
The origin of the Accrediation and Equivalency or the A & e Programme is attributed as the Philippine Government's
response to the Education for All - Philippine Plan of Action (EFA-PPA) in 1991. The then Department of Education, Culture
and Sports (DECS)now known as the DepEd; the National Economic and Development Authority (NEDA), the Asian Development Bank
(ADB), the SEAMEO-INNOTECH, and a number of education-related NGOs, actively put together and conceptualised the A & E
programme that we know now.
The A & E aims to provide the alternative delivery of basic elementary and secondary)education to people children
and adults alike, without going to formal school.
As a system, the A&E scheme is built upon four important elements of delivery or imparting knowledge, attitudes, values
and skills, namely:
1. NFE A&E curriculum
2. NFE A&E learning materials
3. NFE A&E learning support
4. NFE accreditation and equivalency testing
Target learners of the programme include:
-Functional literates
-Those who have completed the Functional Elementary Literacy
Programme
-Working children and adults
-Elementary and secondary school leavers
-Those who have qualified under the Philippine Educational
Placement Test (PEPT)
-Those who choose not to return to the formal school system
-Others who would like to continue learning
-Those who would like to be better equipped as community
leaders
Today both government and non-government organizations may become service providers of the A & E The DepEd thus, through
its regional and division offices may (1) Certify an Instructional Manager; and / or (2) Accredit an Institution as Service
Provider. Children's Laboratory for Drama in Education is recognized A and E service provider.
As such Children's Lab enlists both children and adults alike who are not enrolled in the formal school system and through
our accredited Instructional Managers, we provide learners with complete learning experiences from the basic literacy (for
people who wants to learn how to read, write and calculate) through a full academic bridging module (for people who wish to
acquire a high school diploma.
Easy steps in joining and completing the Children's Lab A and E programme:
1. Visit the Arthouse and get yourself enlisted
2. Take the Assessment Test
3. Your Instructional Manager shall assign modules for you to take home
4. Visit the Arthouse at least once a week and confr with your mentor (IM)
5. Once ready to take the DepEd A & E test, we will help you:
5.1 Register for the test ( here we need your Birth Certificate) - This usually happens from August through October)
5.2 Review and get ready for the test
6. Take the test (this ususally happens in February)
7. If you pass the test, you get a Diploma from the Department of Education, signed by no less than the Secretary of Education.
